Well, after John Gay told Andrew Jakab he wasn't really welcome in Tasmania, I suppose you could have expected something like this. A reasonable person would ask whether the Premier knew of this plan, and when it became apparent to him - for example, was it some while after Auspine lost their contract, and just before he swung into action to provide them with publicly-subsidised pine resources? Let's wait to see valuable pine sawlogs start to disappear into Gunns' chippers...
